The Lifetime Nonresident Small Game Hunting, Combination Small Game Hunting/Fishing and Waterfowl License are no longer available. However these licenses will be honored for persons already possessing one.

Special Licenses and Permits

    License requirements are listed along with season dates and regulations for each species. The Department does, however, issue a number of special licenses and permits, and these are outlined in this section.

Blue River Conservation Passport
    Required for all persons who enter or use the Blue River Public Fishing & Hunting Area, unless exempt. This license does not allow any fishing or hunting privileges.
    Exemptions include: persons who possess a resident or nonresident annual fishing or hunting license, a resident combination fishing/hunting license, a lifetime resident or nonresident fishing, hunting license, or combination license, a senior citizen fishing or hunting license, a disability fishing/hunting license, or a lifetime disabled veteran combination hunting/fishing license; residents under 18 years of age on the first day of the calendar year; and students and instructors participating in bona fide educational tours or activities sponsored or organized by an educational institution or any other organized event sanctioned and approved in advance by the Department.
    Holders of the two-day resident fishing license and the five-day nonresident hunting or fishing licenses are not exempt from having to purchase the Blue River Conservation Passport.

Disability Hunting License
   
Persons who have resided in Oklahoma for at least six (6) months and who are receiving Social Security disability, Supplemental Security Income benefits or disability under the Federal Railroad Retirement Act or the Multiple Injury Trust Fund may purchase a five-year disability hunting license for $10.

Fishing and Hunting Legacy Permit
   
This $5 permit is required of anyone hunting or trapping, including nonresident deer hunters, unless exempt. Those persons exempt from the fishing and hunting legacy permit include; residents under 18 or 64 years of age or older; those who have a lifetime hunting, fishing, or combination license; those who have a senior citizen lifetime hunting, fishing, or combination license; residents who have a 5-year disability hunting license; residents hunting during Oklahoma's free hunting days; nonresidents under the age of 14; and all those who are exempt from an annual hunting license.

Veterans Admin.  Lifetime Hunting and Fishing License
   
Resident veterans 60 percent or more disabled, so certified by the Veterans Administration, are exempt only from the purchase of the hunting license and the fishing and hunting legacy permit.
    Resident veterans 100 percent disabled, so certified by the Veterans Administration, are exempt from the purchase of the hunting license, the fishing and hunting legacy permit and all deer license.
    Veterans should contact the Veterans Administration (1-888-655-2838) for an exempt license.

Lifetime Disabled Veteran Combination Hunting and Fishing License
   
This license may be issued to resident disabled veterans, so certified by the Veterans Administration. For veterans with a disability of less than 60 percent, the cost of the license is $200. For veterans with a disability of 60 percent or more, the cost of the license is $25.
    The license provides the same exemptions as a resident lifetime combination hunting and fishing license (click here).

Harvest Information Program (HIP) Permit
    A Harvest Information Program (HIP) permit is required of all migratory bird hunters, except those under 16 years old, those 64 years old or older,those who turn 64 during the calendar year in which they intend to hunt migratory birds and landowners hunting on their own property.
    The permit is valid from, July 1 through the following June, 30, and may be obtained free of charge at
http://www.wildlifedepartment.com or is available at all state hunting license dealer locations for $3.

Land Access Permits
   
A$16 annual Land Access Permit is required of all residents who hunt or fish on Honobia Creek and Three Rivers WMA's, unless exempt. Nonresidents are required to purchase a $25 annual permit, no exemptions.
    A $5, three-day special use land access permit is available to residents for nonhunting and nonfishing related activities, unless in possession of the $16 annual land access permit.
    Oklahoma residents who are under 18 years of age on the first day of the current calendar year or are 64 years of age or older are exempt from  permit requirements.

Motor Vehicle Permit to Hunt from a Motorized Vehicle
   
A five year  motor vehicle permit to hunt or take wildlife with the aid of a motor driven vehicle on Department-managed lands may be issued to residents having a permanent disability which confines them to a wheelchair, or requires the use of crutches, a walker or other means of support or assistance for body mobility as certified by a medical doctor licensed to practice in Oklahoma or any state which borders this state. 
    Use of a motor vehicle for hunting is intended only as a means of facilitating access. During the actual taking of any wildlife, the vehicle being used by the permittee must be stopped and the engine must be turned off. 
    Use of a vehicle on Department-managed lands by a motor vehicle permittee is authorized only on roads/trails specifically designated as open for such activity. Off-road travel by a motor vehicle permittee is prohibited.

 

Nonambulatory Permit to Hunt from a Motorized Vehicle 
   
A five year nonambulatory permit to hunt or take wildlife with the aid of a motor driven vehicle on Department managed lands may be issued to residents who are unable to walk due to a single or double leg amputation,  paralysis of lower extremity(ies), and/or disease or injury and are confined to the use of a wheelchair as their primary source of mobility, as certified by a medical doctor licensed to practice in Oklahoma, or any state which borders this state. 
    Use of a motor vehicle for hunting is intended only as a means of facilitating access. During the actual taking of any wildlife, the vehicle being used by the permittee must be stopped and the engine must be turned off. 
    Off-road use of a vehicle on Department-managed lands by a nonambulatory permittee is authorized only on lands specifically designated as open for such activity. Maps of areas open to off-road use may be obtained from Department headquarters in Oklahoma City.

Sandhill Crane Permit
   
A Federal Sandhill Crane Permit is required of all persons hunting sandhill crane. There are no exemptions.
    The $3 permit is available at all state hunting and fishing license dealer locations or may be obtained from http://www.wildlifedepartment.com.

Senior Citizen License
   
Residents born on or after January 1, 1923, upon reaching age 64 (or those who turn 64 during the calendar year) are eligible to purchase a senior citizens license which is good for life. Anyone born before January 1, 1923, is exempt but must carry proof of age such as a driver's license.

Youth Licenses
    Resident Youth Hunting/Combination:
Legal residents of Oklahoma who are 16 or 17 years of age are eligible to purchase the $5 annual youth hunting or $9 annual youth combination hunting/fishing license.
    Resident Youth Deer Gun (antlered or antlerless):
Legal residents of Oklahoma who are under 18 years of age are eligible to purchase the $10 youth deer gun licenses. The antlerless license may be used during the youth antlerless deer gun season or during the regular deer gun season.
    Resident Youth Special Antlerless Deer Gun:
Legal residents of Oklahoma who are under 18 years of age are eligible to purchase the $10 youth special antlerless deer gun license. It may only be used during the special antlerless deer gun season.

5-Day Rattlesnak Permit
   
Any person hunting, pursuing, trapping, harassing, catching, killing, taking, or attempting to take in any manner any species of rattlesnake during an organized rattlesnake hunting event or festival must have a rattlesnake permit, unless exempt.
    Persons with a valid hunting or combination hunting/fishing license are exempt from the rattlesnake permit.
    Permits are only available either online through http://www.wildlifedepartment.com, by calling (405) 521-3852, or at selected rattlesnake round-up festivals.

License Exemptions

FOR RESIDENTS

Under 16 Years Old
    Residents under 16 years of age are exempt from the purchase of the hunting license, the fishing and hunting legacy permit, federal duck stamp, Oklahoma waterfowl license, Blue River Conservation Passport, land access permit and HIP* requirements.

Under 18 Years Old
    Any person under 18 years of age in the physical custody of a child car facility is exempt from the purchase of a hunting license.
    Also, any person under 18 is exempt from the Blue River Conservation Passport, land access permit,
and the fishing and hunting legacy permit..

64 Years Old and Older
    R
esidents 64 years of age and older areexempt from the purchase of a fishing and hunting legacy permit, land access permit, HIP* requirements (including those who will turn 64 during the calendar year in which they intend to hunt migratory birds) and the Oklahoma waterfowl license.

Lifetime License
    All resident lifetime hunting or lifetime combination license holders are exempt from the purchase of the hunting license,
the fishing and hunting legacy permit, deer, elk, antelope and turkey  licenses, Oklahoma waterfowl license, bobcat- raccoon- gray/red fox license.
    Holders of the lifetime license are not exempt from the purchase of the federal duck stamp, trapping license, land access permit and
HIP* requirements or sand hill crane permit.

Senior Citizen License
    Residents under 65 years of age possessing the senior citizen license are exempt from the purchase of the annual hunting license, the fishing and hunting legacy permit, one (1) deer gun license, one (1) controlled hunt deer gun permit and
HIP* requirements.
   
Upon reaching age 65, possessors of the senior citizen license are exempt from the annual hunting license,
the hunting and fishing legacy permit, two (2) deer gun licenses (one (1) antlered and one (1) antlerless), special antlerless deer gun season license, one (1) controlled hunt deer gun permit, Oklahoma waterfowl license, HIP* requirements, bobcat- raccoon- gray/red fox license.
    Holders of the Senior Citizen License are not exempt from the purchase of deer archery licenses, deer primitive firearms licenses, controlled hunts deer archery and primitive firearms permits, elk and antelope licenses, turkey licenses,  federal duck stamp, sandhill crane permit or the trapping license.

 

 

Born Before Jan. 1, 1923
    Residents born before January 1, 1923, are exempt from the purchase of the hunting license, the hunting and fishing legacy license, two (2) deer gun licenses (one (1) antlered and one (1) antlerless), special antlerless deer gun season license, one (1) controlled hunt deer gun license,
Oklahoma waterfowl license, HIP* requirements and the bobcat- raccoon- gray/red fox license.
    These residents are not exempt from the purchase of deer archery licenses, deer primitive firearms licenses, controlled hunts deer archery and primitive firearms permits, elkand antleope license, turkey licenses,  federal duck stamp, sandhill crane permit or the trapping license.

Landowner or Tenants
    Resident landowners or tenants who hunt only on land owned or 
leased by them (not including hunting leases) are exempt from the hunting license and the fishing and hunting legacy permit. Resident landowners who hunt waterfowl and other migratory birds only on their own property are exempt from the
Oklahoma waterfowl license and HIP* requirements
    Only resident landowners or tenants or such individual's children who trap on land owned or leased by such owner or tenant (not including hunting leases) are exempt from purchasing a trapping license.
    Persons residing in another state who own land in Oklahoma but do not live on that land are considered nonresidents and are not exempt.

Landowners or Lessees
   
Landowners or lessees who kill bobcats, raccoons or gray/red foxes actually found destroying livestock or poultry are exempt from the purchase of the  bobcat-raccoon-gray
/red fox license. No landowner or lessee who takes these species under the depredation exemption may remove any part of the fur or unskinned carcass from the premises where taken. Landowners must purchase the license if they intend to sell fur. This license is not required for those who run or chase furbearers with dogs but do not take.

Military Personnel
   
Citizens of Oklahoma on authorized leave from the U.S. Armed Forces and serving outside Oklahoma are exempt from the hunting license and the fishing and hunting legacy permit  but must purchase appropriate licenses,  permits or stamps.

Disability
    Residents having a proven permanent disability which renders them nonambulatory and confines them to a wheelchair, as certified by a medical doctor, are exempt from the hunting license
and the fishing and hunting legacy permit.

Proof of Exemption
   
Proof of exemption from a license or permit must be carried while in the field.

FOR  NONRESIDENTS

Under 14 Years Old
   
Nonresidents under 14 years of age are exempt from the purchase of a hunting license
and the fishing and hunting legacy permit, HIP* requirements, and federal duck stamp.

Under 16 Years Old
   
Nonresidents under 16 years of age are exempt from the purchase of the
federal duck stamp and  HIP* requirements.

Under 18 Years Old
   
Any person under 18 years of age in the physical custody of a Oklahoma child car facility is exempt from the purchase of a hunting license and the
fishing and hunting legacy permit.

Lifetime License
   
Former residents who hold a resident lifetime hunting or lifetime combination license, are exempt from the purchase of the hunting license,
the fishing and hunting legacy permit, all elk, antelope, deer, and turkey licenses, Oklahoma waterfowl license and bobcat- raccoon- gray/red fox license.
    Nonresident who hold a nonresident lifetime license are exempt from the purchase of a nonresident annual hunting license and the fishing and hunting legacy permit. But the owner of a nonresident lifetime license must purchase a nonresident annual license in addition to a turkey license to hunt turkey, deer licenses to hunt deer, elk and antelope licenses to hunt elk and antelope, a
HIP* permit to hunt migratory birds and a sandhill crane permit to hunt sandhill cranes, and an Oklahoma waterfowl license to hunt waterfowl.

Senior Citizen License
   
Former residents under 65 years of age possessing the senior citizen license are exempt from the purchase of the annual hunting license,
the fishing and hunting legacy permit, one (1) deer gun license, one (1) controlled hunt deer gun permit and HIP* requirements.
    Upon reaching age 65, possessors of the senior citizen license are exempt from the annual hunting license,
the fishing and hunting legacy permit, two (2) deer gun licenses (one (1) antlered and one (1) antlerless), special antlerless deer gun season license, one (1) controlled hunt deer gun permit, Oklahoma waterfowl license, HIP* requirements and the bobcat- raccoon- gray/red fox license.

Landowners
   
There are no license or permit exemptions for nonresident landowners.
